If it can work in Philadelphia, it could work in Detroit.

Also there are 'creative' ways of keeping costs down.

For decades, Fletcher Street and most of the city's horsemen were largely ignored by officials. Stables came and went over the years, but there has always been vacant land to claim or another stable to squeeze into.

It looks like Detroit has a lot of work to do to make its ordinance conforming to complete streets!

Also, there is a small farmers market on Livernois and the Lodge service drive and from time to time they will have a couple of horses there.
Is this the guy you're talking about?

why not just put the horse in a parking space? Have a handful of quarters and tie them up to the meter

I can see it now; those meter reader vulchers trying to boot horses for unpaid parking tickets.

I think some people are misinterpreting the municipal code, which only prohibits horses on a road "set aside for motor vehicle traffic", a phrase which only refers to expressways. None of the surface streets - all of which permit, for instance, bicyclists - are "set aside for motor vehicle traffic". So horses are only prohibited on expressways, and I don't know any horse rider who would be dumb enough to violate such a rule.

Could be, I've never seen the horse or it's owner. I have only heard 2nd hand reports. Although I have seen a truck towing what looks like a horse trailer I didn't really have time to investigate.

There's something really cool about watching these youths NOT taking the easy, lazy route of drugs and stupidity. They seem to have a sense of pride, ownership, and responsibility for their steeds. It's amazing what can happen to youths when given something they can wrap their arms around.

If this is the guy that you think rides his horse in the Boston Edison area- the houses in the background don't look like that district. It very well could be him but probably riding his proud horse in some other part of Detroit.

Killjoy! They are also not allowed on sidewalks or bikepaths!

When I was living in Brooklyn, a friend had a couple of horses she kept at a stable in brooklyn. I think it was out in Flatlands. As a commuting option, it is absurd, but for recreational riding, it would be a cool idea

You can actually interact with a horse as opposed to a machine, unless people consider interacting with a Sync-style disembodied voice as the same; the only drawback I see is that you'd have to use one of those 30+ gallon, construction garbage bags to pick up after the horse's droppings for the day though.
