    The problem is that if the city doesn't replace the project with more low-income housing then they are going to lose their subsidies and have to pay the full cost for demolition and redevelopment of the land, and for acquiring land and building replacement housing elsewhere. All of which costs money we don't have right now.

    Why is that? Do you have a source other than this thread saying that? Because they've already demolished two of the towers and are working on the last two, and the rowhouses are already gone. The demolition was paid for by the US Department of Housing and Urban Development, and Dave Bing was quoted as saying "We welcome the chance to make it a productive residential and commercial area once again" and that "developers from throughout the country are already proposing ideas for the large space"....I don't think any of those ideas would be more government housing.
