    I agree that its important for a city to have some counterbalance to mayoral overreach. It looks like most other cities have found more efficient ways.

    Detroit should handle citizens complaints. Valid need. Council might be the wrong way to do this.
    Does the complaints of Detroiters matter if one person can override whatever feelings they have [[especially if that one person doesn't share the same feelings they do)?
