Richard's statement is correct. Trump restricted travel from China on January 31. Maof is almost correct that WHO declared it a pandemic on March 11. One is an action to stop its spread and the other is a declaration. Actions speak louder than words. Better late than never words can be helpful though.

-Empty vessel Biden quickly responded to Trump's action in the context of "Trump's "record of hysteria, xenophobia and fear-mongering". Later, on April 3, Biden said he approved of Trump's January 31 restrictions.
-Progressive news font Vox declared on Jan.31 that this wan't going to be a pandemic. A week earlier, Vox wrote that "The evidence on travel bans for diseases like coronavirus is clear: They don’t work."
-On Feb.3, "World Health Organization chief Tedros Adhanom Ghebreyesus said...there was no need for measures that “unnecessarily interfere with international travel and trade” in trying to halt the spread of a coronavirus that has killed 361 people in China."
-In March, Bernie insisted at that he wouldn't consider closing the U.S. border to prevent the spread of coronavirus, before condemning what he called the president's xenophobia.
