I believe so too.
I'd love to see a "green belt" implemented that would prevent further development if X miles away from downtown Detroit. London has implemented something similar and it promotes density and helps with mass transit. It does have the negative side effects of negatively impacting property ownership rights of undeveloped land in the greenbelt, but does have positive effects for property values that are in the developable area.
