They could have been forcing Detroit to do so. But then the state hasn't been making the payments it should have been making in the state employees retirement funds. They are more underfunded than Detroit's and use the same assumptions for determining the level of funding.

Curious about your last statement -- can you back that up? Sounds a lot like a talking point of the local pension boards defending their actions. But I'm open to hearing.
