No, the problem is that every single project in the City needs some sort of local, stae or federal assistance because of low market demand. Usually all three were combined somehow.

All projects, big and small, were limited by the projects not returning a profit at the end of the day.

The main hold up on Statler, Lafayette and Hudson's sites has been the Kilpatrick Adminstration's foolish belief that Dan Gilbert would actually do something in Detroit. Far too much land was and is still being held for him. He hasn't made any real move in Detroit but yet in the same time has lead the effort in Ohio to establish casinos. So far Bing has been distracted with other issues - not that anyone would look at the site in the current state of the economy.
