The Tenth Amendment says no such thing. It says,

"The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people."


The Supremacy Clause might apply though. Also, causing people to rebel against the federal government is defined by the dictionary as 'sedition'.
