Labor makes up 80% of the post office's operating costs. If they aren't allowed to lay off people [[I think they are asking permission to right now) exactly how are they supposed to continue to operate? You don't need to be a post office insider, you just need to read their financial reports and look at the business conditions for a few minutes and you'll see exactly where the problems are.
