I agree that the Mayor is going to get it from all sides in any case. But any viable plan will essentially close some areas to new development, and will encourage and expedite their depopulation, using both carrots and sticks. That may not exactly be "closing" but as shorthand it is probably near enough.

Those actions have to be at the core of any effort to redeploy city resources. If they are not, there isn't any point to it. Of course there is no assurance that anything significant in this direction will happen at all, but if it does, something of this sort and of this magnitude [[that is, seven to nine supported neighborhoods or neighborhood clusters) will be required.
