Cabs in Detroit are regulated by the Consumer Affairs Department. The Police Dept. does the licensing of drivers and Weights and Measures inspects the meters, but Consumer Affairs licenses the taxis themselves and is the overall regulatory authority.
Of course, trying to get ahold of the Department of Consumer Affairs, which doesn't even appear to have a functioning website at the moment, is the real challenge.
