The first dog had run off and the second one finally franticly clawed its way half digging and slithered under the fench and ran away howling.

    Strictly speaking, that's probably true. As far as legislation goes, perhaps that means the ruining of the breed should be made illegal, not the breed.

    By and large, is it fair to say people often or maybe even predominantly get pit bulls, as opposed to another breed, in order to ruin them, so to speak? They're not procured for their aesthetics, they're there as a weapon, no? So maybe then you can also simply get to the heart of the matter, as far as legislation goes, by making pit bulls illegal.

    You certainly can, from a pragmatic perspective.
