Is there a way to find out who got Federal grant money through various programs and how it was supposed to be used? I know the agency it supposedly came from and who expressed the thank you for it, but I want to check to see if it was properly used.

The agency that issued the grant should have financial reports from the grantee. But you usually have to issued a Freedom of Information Act request to get it.
How does the old cliche go? "If you have to ask...."
