I recall reading a recent article about legislators working on general forfeiture law reform but I haven't been able to locate the article. It said something like people shouldn't have to pay to recover their own property if they hadn't committed a crime.
This law has become a license to steal. It's an embarrassment.
As bad as that story is, it isn't the worst that can happen.

States adopted many of the federal RICO statues when it was first brought into law. In the meantime, federal judges have whittled away the nastiest bits, while the states retain their somewhat insane ability to take anyone's property for any, or no, reason at all.
