well, they can afford it.
for one, they can pollute as they see fit, so they can manufacture. manufacturing creates revenue. revenue passes on wealth to the government. this is something we can not do. manufacturing is seen as evil in our country.

for another thing, they are communist. their government is supposed to do everything, because, of course, in communist countries, the government owns the majority of everything anyway.
