    Detroit sues Leland Hotel owner for blight, improper use

    Michael Higgins and his affiliates are facing a lawsuit from the city of Detroit alleging blight and improper building use at 400 Bagley St.This marks the latest legal complaint against him after a Detroit-based architecture firm sued last year for hundreds of thousands in unpaid work at the property. He also nearly lost it to tax foreclosure but has since redeemed it and is on a payment plan. And privately, some investors are asking for more accounting details for the property after a capital call recently.Higgins is not the only landlord facing the city in court.




    Detroit has been going after property owners who don't keep their buildings maintained, including Dennis Kefallinos, who is facing four separate city lawsuits targeting four of his properties; the Peru-based owner of a large portion of the Packard Plant, some of which is being demolished; the owner of Perfecting Church at Woodward Avenue and Seven Mile Road; and the owner of a site proposed for a concrete crushing plant.
