Most projects in Detroit are probably loosed up or slowly done for job security of the head contractors. Sometimes you may see a street appearing to be completely done or a building. However, if there is still that one remains orange barrel left on the street or that one board covering that one corner window on the completed building that contractor is probably still getting money for the job is not technically completed
