After all, we can't take money from the vulnerable people if we don't let them exercise their chemical addictions as well.

Our government fights other ills. Vaccination disinformation. Vaping. Heck, we even try to fight smoking. But gambling? Nope. The state runs its own gambling machine to take their money.

I see gambling as a major threat for my kids. A thing I've got to teach them to avoid.
As far as casinos being "loathsome places" I can see how you might feel that way. However, many people gamble with money they can afford to lose, they may consider it an evening of entertainment and are not addicted at all.

As far as preying on the most vulnerable people in society, I can also see how you might feel that way, except when I visit a casino around here, most of the patrons, seem to be doing okay, or way better than okay, not like the flotsam and jetsam of society.

Do casinos do more harm than good? Yes they probably do, but wise man once told me, people around here love to gamble.

Right. Speaking of organized crime, don't forget the churches.

Hah! I've never attended a church that had either, but I've heard about it...

I attended a Lutheran church, and we never had them. I assume they are more common in Catholic churches.

Must not be Catholic, then. I grew up with our church bazarre having 50/50 raffles for a wheelbarrow full of booze. And that's the way they marketed it "Wheelbarrow full of Booze".
Also had the prize wheels for several booths. Lots of raffles and bingo. And the bingo prizes were often bottles of wine
