I suppose that makes sense although I would prefer pulling over before even touching a phone.Some exceptions would include ... needing to use a phone to alert 911 or police to an emergency, ...

Not sure how that's going to the source since, as they state, they only make recommendations. States make the laws.

Directly from the MSP. Now, 401 posted a new, proposed law that I don't think has been declared a law yet, but is correct that this is all rolled into distracted driving
It's the source for the amount of accidents and deaths resulting in distracted driving. It's one thing if you're texting and driving, hit a tree and die. It's another if you take out innocent people cycling or bringing groceries home from Aldi. 3124 deaths from someone's stupidity is quite a lot.
Anything and everything happens in NYC.
But this doesn't, wouldn't, hasn't-- almost never.
