I just read the article from 2010 describing the law; it includes cellphone use, not just texting. As I said, apparently no one wants to enforce it.

Looks like they are looking at a law to specifically include cellphone use rather than just wrapping it up with distracted driving:

Thanks for posting that. It included an exception that I only half remembered:

Some exceptions would include ... needing to use a phone to alert 911 or police to an emergency, ...
I suppose that makes sense although I would prefer pulling over before even touching a phone.

The article I was looking up was from 2010; looks like the one you found was much more recent, from this year in fact.

Let's go right to the source:

THIS is what I read and mentioned above:
    https://www.michigan.gov/msp/0,4643,...8359--,00.html
Directly from the MSP. Now, 401 posted a new, proposed law that I don't think has been declared a law yet, but is correct that this is all rolled into distracted driving

People are even less safe on the subways. Once in NYC, a Guardian Angels type saved me from being maimed or worse by some Latino gang-bangers.

It's the source for the amount of accidents and deaths resulting in distracted driving. It's one thing if you're texting and driving, hit a tree and die. It's another if you take out innocent people cycling or bringing groceries home from Aldi. 3124 deaths from someone's stupidity is quite a lot.

Anything and everything happens in NYC.
    But this doesn't, wouldn't, hasn't-- almost never.
    Incredibly unlucky, freakishly lucky, both.
