Seriously, I think that one problem with reducing crime is that there are not sufficient officers for them to get to know their neighborhoods. When you know a neighborhood, you can do what Cub did and discover who was trying to rip off someone's car and find them. Unfortunately, the police are woefully underfunded and undermanned.
