It wasn't just taxes that drove the factories to the suburbs. It was cheap land in large parcels. Production technology changed rapidly in the forties and fifties. The old multi-story plants with freight elevators and materiels handling by overhead hoists run on ceiling tracks gave way to single story plants with forklifts used for materials handling. The burbs had the land to build those factories, the crowded city did not.
Well the cheap land, and available labor, hasn't brought them back to Detroit.
HI, I did a search on Crain's Detroit for automotive-related new regional HQ, R&D and manufacturing facilities in the past few years, and the list is below. These new developments are OVERWHELMINGLY in the suburbs. Detroit city should be seeing more of this type of development in the neighborhoods if it is really going to turn around.

Since when did the suburbs become one City? I guess we should call it the City of the Suburbs vs the City of Detroit. I'm all for growth in any one City in our region and State, but to make it seem like the growth is only happening in the City of the Suburbs is reaching at best.
The truth hurts -- it just isn't happening in the Detroit city limits
