Here's the article about how when the city reduced their subsidy they almost had to shut down in 2011. In response to the subsidy reduction they reduced their staff from 84 to 77. The number of job openings in the link certainly explains the high amount of overtime. When anywhere has more work than qualified people, the OT climbs rapidly.
