Hey, I'd be the first to say this shouldn't be a big deal.
But apparently, I'm wrong.

What do they do to make it special - throw the chickens harder against the wall than KFC?
You've got to tell the people. The ocean's dying, the plankton's dying....it was people. Popeye's chicken is made out of people-no wait!....MSG, that's right. lots and lots of MSG-that's what Popeye's chicken is made out of [[forget the people part-that comes later on...).
What are some good soul food restaurants to check out in Windsor? And Toronto?
Can't speak for Windsor.
Soul Food is relatively rare in Toronto, at least in terms of it being the 'theme' of a resto.
'Southern Accent' is probably the most well reviewed place that wanders into this space.
Though I would say they are better known for 'cajun'

Toronto does have a sizable black community, though in percentage terms it is much lower than many big U.S. cities.
Its also more diverse, in the sense that many are more recent immigrants from the Caribbean or Africa.
That tends to be reflected culinary in more notable Jamaican or even Ethiopian themed places.
In reference to the former see 'The Real Jerk', featured in a recent Rhianna/Drake video.
