Kind of ambivalent about this because the list of exclusions includes basically every "good neighborhood" I can think of. According to Deadline Detroit the exclusions are:

Rebounding or not, the good neighborhoods are still over assessed.
I'm also not convinced that reducing the tax assessment from, on average, 165% of the actual value, to a minimum of 132% of the actual value is going to get people moving into neighborhoods that are emptying out for myriad reasons.
