I like the idea of an R&B Museum, a la Motown Museum or Rock and Roll Hall of Fame.... though the one presented in the above news piece doesn't look entirely fleshed out. Like how do they reach a 15 million dollar figure if they haven't even determined the location of a building they expect to have donated to them???
I'm in support of an R&B Museum, but definitely not the plan presented here.
Curious. Who exactly are the planners? Is this set up as a 501c-3 organization? Who are its board of directors? If it is built, where will sustaining funds come from? A site location is key. It should not be isolated. Ideally it would be in the general vicinity of either downtown or midtown. If enough land can be secured, there should be complimentary developments adjacent to the museum- a restaurant, etc.

They should put it on Woodward, so it can have it's own Blight Rail stop.
It would be a good idea. I had wondered why Berry Gordy hadn't expanded Motown's presence in Detroit by having a Motown Restaurant in the area. It appears to me that he had picked up his marbles and said "screw you Detroit", went to L.A. and failed in his movie ventures. His sister is the one who kept the Motown Museum alive while he had walked away from Detroit altogether.
