What is your reasoning behind that statement? Major crime is down, murders are down, he's conducting major raids weekly, all the while trying to turn morale around and trying to fix a broken system. From all accounts, it sounds like he's doing a pretty damn good job so far. Especially with what the guy has to work with in terms of faulty/broken equipment and reduced manpower.
