All the transit operators took a big hit in the recession and it just made a bad situation even worse. The RTA may be able to untangle this, first by figuring out a stable funding mechanism, and second by figuring out a better way to run the routes. The separate existence of DDOT and SMART and the way they interact makes no sense at all.
