Yes, the National Guard costs money...the question is whose money. I believe -- but am unsure -- that this comes out of the federal budget. So bringing them in would require the State of Michigan to request them, declare a state of emergency, or some other option.

Things may have changed over the years.....Natl. Guard funding did come thru Lansing with supplements from the Feds, when on usual reserve status.
