    The council should find more creative ways to get more passengers on the people mover such as allowing more shops to open on merchants row, Washington Blvd, Ren Cen, and Greektown. Officer worker at the RenCen would pay the 50 cents to ride the people move to shop at a boutique or shoe store that is on Woodward near Grand Circus Park. Workers who work near or around Grand Circus Park and Woodward would catch the people mover to the RenCen it there is a clothing store or some type of shop that these workers would like to go to on their lunch break. Keep the fair the same but find ways to increase ridership. Bing and council are a penney wise but a dollar foolsh

    The City Council does not need to "allow" shops to open. That is not why there is limited retail downtown. Businessmen for the most part have chosen not to operate stores in downtown Detroit because the retail environment there does not appeal to them [[for whatever various reasons) and because there is very little pedestrian traffic, and almost none in the evening.

    If downtown was overall more vibrant, the People Mover would benefit from this. I would say downtown is slowly becoming more vibrant, after many decades of decline.

    The People Mover's other big problem goes all the way back to when it was built: it wasn't meant to be a stand alone system, but rather a hub to connect to transit spokes out to the 'burbs. The spokes were never built, and for the most part never will be built. So all we have is the hub. Nice enough hub, but just a hub.

    Other than zoning regulations the city council doesn't decide where shops open, those spaces are privately owned

    Council okayed the strip clubs to stay open along the stretch or 8mile rd when Marvin Winans had tried to have them closed. I just thought that some potential businesses may wanted to buy a building on merchants row but council had not okayed it
