Default Vessel anchored[[?) in the river

Does anyone know what the vessel anchored in the river near Chene Park is doing? I say anchored, but I'm not sure it actually is. It looks like a very tall barge with one of those integrated tugs as the motive force. It has been in a similar location in the river this past week. The logo on one of the shipping containers on the deck looked like it might be Marine Pollution Control. It does not appear to be a dredging operation.

I've heard the mound next to Milliken State park is contaminated soil. Might they be removing it for completion of the riverwalk? Perhaps the barge will transport the soil somewhere?

I've been looking at that thing for weeks. No clue what it is, but I have seen barges anchored out in that location before.

It was probably the tug Huron Service with her tank barge. They have been anchoring there awaiting orders and are currently in Toledo loading cargo. The tug and barge from here from the East coast and it's cheaper to anchor it in the anchorage to await orders than it is to have them go back and forth, especially if it's only a matter of days between cargoes.

Does a ship need clearance from the coast guard to anchor for an extended period of time?

Good question. As far as I know, the answer is "No" as it applies to the Belle Isle Anchorage. You cannot just anchor there and leave a boat unattended, there must be someone on watch in the wheelhouse at all times, and you do have to notify the Vessel Traffic Center in Sarnia [[Sarnia Traffic), but as far as I know, there is no time limit to anchor there. Other anchorages, such as Ojibway [[down across from Ecorse) are subject to the rules of the Windsor Harbormaster.
