That is the old City Hall area. When I worked for the City of Troy in 1959, the entire city government operated out of that one building with the exception of the DPW roads crew which hung out in an old quonset hut over on Crooks Road.

The entire Engineering Department consisted of four people, including me.

I agree I attended meetings there. It has all the warmth and charm of a 1970's school auditorium.
