Default How to deny asylum to dictators and related scum?

The brother-in-law to Dick-tator on the run of Tunisia has taken refuge in Canada on the weekend. This billionaire SOB bought a house in Montreal's posh Westmount enclave in 2008. He is a landed immigrant due to immigrant investor status, even though he has never lived here. The government seems to want to flush him out, but the heavy gold bars he carries are likely to rallye immigration lawyers to his cause. He will likely reside here for years before they can even begin to featherdust him. Also, Egypt, Algeria and Yemen are starting to brew. It seems the middle east is looking at a possible turnaround. Angry mobs set fire and looted his house in Tunis after his departure. Tunisians in Montreal want him out and the new government in Tunisia wants him back to stand trial.

This is not a McMansion, it was built in 1926. 70 Place Belvedere, Westmount Quebec.
Take a Google streetview of the area, check out the sugar shacks in the vicinity Gistok, you might learn something. You could also take a look at Outremont; the more or less french equivalent of Westmount on the north side of Mount Royal; the mountain that sits in the middle of the city.
