That's really bright, taxing only consumer goods. People who can afford to get their nails done regularly can afford to pay a few pennies more for that service without affecting business. Businesses that make less than $350,000 don't pay any MBT.
And would Rick Snyder tax those small businesses with his flat 6% tax on businesses?
