What is the status of the City of Detroit budget?...

The fiscal year for CoD begins on July 1st, as I remember from once being a city employee.
Are actions being taken to sell off the many properties that CoD owns, be them vacant lots and otherswise?
Have any moves been made to merge DDOT with SMART in order to get rid of this liability for the city?
Has the workforce of CoD been reduced? If so, what is the present number of city employees?

The existence of DDOT ensures that federal subsidies will be spent in the city, try taking that from their cold dead hands. If the state legislature ever musters up the balls to create an authority then the best we can hope for is two well coordinated systems that seem to act as a single entity.
