From what has been presented so far, he clearly faced unfair treatment, and anyone in his situation would have been traumatized. The city set itself up for another expen$ive lawsuit, and this one is justified IMHO.

And to add insult to injury [[literally), this is someone who invested in Detroit when a lot of others wouldn't.

Having had a lot of experience with, and knowledge of both parties in this situation, I'd suggest there's probably a lot of guilt to go around. The Detroit Cops [[sorry to those cops who regularly do their honest duty everyday) aren't an exemplary force by any means. Sean can be very cocky and troublesome, despite his humourous disposition, not to mention his penchant to remind people who he is.
