The City of Detroit is suing Comcast to force the cable provider to live up to its 1985 franchise agreement. Comcast claims that the state's 2006 law granting a statewide franchise overrules the old agreement.
I'm wondering why the city hasn't sued the state.

It looks like they have a pretty strong case. The FCC's regulations almost always trump local laws when it comes to telecommunications.
