Detroit City Budget

I've been doing some research on the Detroit City Budget and the cost per household to provide core city services from 1970 to 2010. The issue I'm having is accounting for Detroit residents' share [[as opposed to the suburbs) of the Water and Sewerage allocation. Any thoughts? Does anyone have access to information on how much of the Water and Sewerage department's budget is spent on the suburbs, particularly 1970, 1980, 1990, 2000, and 2010?

Detroit delivers water to its suburban customers via large diameter transmission mains. The water is metered as it flows into each suburb's water distribution mains which deliver it to their customers. The suburbs are charged for the volume of water that is delivered from the transmission mains at the meter pits. Revenue from their 125 suburban customers account for about 75% of all DWSD water customer revenues.

The arrangement is similar for sewerage, except that revenues from their 76 suburban sewer customers account for about 50% of all DWSD sewer customer revenues.

The DWSD does not bear the costs of constructing, operating or maintaining the suburban water and sewer systems. Capital expenditures for constructing and maintaining DWSD water transmission mains and sewer interceptors are paid by the suburban communities that directly benefit from the expenditure. [source]. Water and sewer rates for suburban customers are individually set to recover DWSD's actual costs to deliver water to their meter pits and to treat their sewerage that enters the interceptors.
