    Perhaps its a controlled burned of an invasive plant that was transported onto the island in little baggies.

    BELLE ISLE KITE DAY– Saturday, April 17, 2010
    Springtime on Belle Isle means flying kites and KITE DAY. This year's event will be held on Saturday, April 17th at the Belle Isle Athelic Field located at The Strand and Vista Way. Time is from 12:00pm until 3:30pm.
    This is always fun for kids and their parents. Kite building supplies will be provided by the City of Detroit Recreation Department.
    For additional information, please contact the Belle Isle Special Events Office at 313-628-2081.
    From the F of BI web site, not as well publicised as he kite IN sponsored by WABX back in the 60-70's. May have been a few baggies back then.
