    "The jobless rate was 17.2% as he was preparing to turn the office over to James Blanchard at the end of 1982. He was in office during the anti-tax frenzy that culminated in passage of the Headlee Amendment in 1978 -- and the failure, fortunately, of an even more destructive measure known as the Tisch Amendment. Detroit and outstate Michigan had a history of opposing interests and even enmity long before the election of Mayor Coleman Young in 1973."Coleman Young was some mayor," Milliken said. They did not hit it off immediately.


    Yet Milliken somehow always managed to deliver for Detroit. In one of the great "odd couple" relationships of all time, he and Young came to respect each other and used their substantial political skills to build coalitions that filled in the gaps."

    Bill Milliken was a excellent governor in many ways. One best thing he did is saving the State Capitol Building in Lansing for demolished after the new State Capitol building was completed. The State Capitol Building was in dire shambles. The Michigan legislatures want to spend our taxpayer money to build a new State Capitol Building next to the old one. So a couple of building next to the Old State Capitol was torn down, but the deficit was growing and the money could be gone. Milliken said to his legislators that instead of wasting tax payers money to build a new State Capitol Building, let us spend less of it rehabbing the Old State Capitol and preserving it. The Michigan Legislatos agreed and the Old State Capitol Building is fixed to this day.
