I haven't read/heard anything about it, but I'd suspect that he feels that if other states are going to receive some lawsuit awards from Toyota, Michigan is entitled to its share.

Has he managed to remember what phone company he was using when he dismissed the Manoogian party as urban legend and refused to investigate? He should probably focus his energies on that first.
