Neighborhood Banners

In the not distant past I have seen these banners pop up on the light poles on West Grand Blvd between Michigan and McGraw also on Michigan near Livernois, they read Condon Chadsey - Growing Together/Standing Firm, Who put these up and what do they mean??? They are not the names of the neighborhood and both schools that had the two names and defunct, Condon was a middle school at Buchanan and the Blvd that was razed 30 some odd years ago. Seems like a waste to me.

They are Skillman Foundation Banners for their good Neighborhoods program, these happen to be for the Chadsey-Condon Neighborhood and they were Designed by students from CCS.
