"Why is Detroit not doing this?"

    Money and people.

    The bottom line:
The Lowell experiment offers guidance on what seems to work best. Cleaning up the physical environment was very effective; misdemeanor arrests less so, and boosting social services had no apparent impact.

I like the idea of neighborhood clean up. The experiment showed that cleaning up an area was the most effective.

In the 70s in the neighborhood surrounding St. Mary's of Redford on both sides of Grand River, we participated in a neighborhood Clean Up, Paint Up, Fix Up Week. The City organized it and provided resources, rakes, brooms, rags and bags. I think you could get a nice coupon for paint. I think we got some kind of incentive ike lunch for coming out and working on properties along Grand River, sweeping up and bagging trash, which was then picked up by the city, washing windows, painting over graffiti, and things like that. Things looked great after we got done, not that it was horrible to begin with. If something like that could be accomplished in problem areas, wouldn't that be great? People do live there and have to look at it. The cost is not that great for the city, either, since they are only providing supplies, lunch, encouragement and pickup. If there could be recognition in the news that would be some incentive, too.

This was done in the 90s on the Southfield side of Eight Mile, too.
