I am pretty sure it was designed by Buck Stratton....somewhere on the building he etched a quote when it was first built.

The Post Bar occupies the west portion of the first floor. there was a Quickie Diner at the corner for years that in later days was some sort of Greek/Coney/Coffee shop, but to be honest it has been ages since I drove that far west on Congress. Years ago, I would fill in on hockey nights tending bar at the Post and there was some sort of storage business operating upstairs as there was a small office on the back end of the bar back storage area and exits to the alley. Never had the opportunity to explore above the 2ND floor.
