While most of the new investment in downtown Detroit has come from the business community, in Windsor its' the government that drives downtown development. This is not true for Windsor's neighbors Tecumseh, LaSalle or Lakeshore. Does anyone have an explanation for this? Even the Chrysler building in Windsor only went ahead after the city agreed to lease a significant amount of space and provide generous financial incentives for the project. The proposed development was able to go ahead only when the developer downsized the project from 32 to 14 stories. According to the Emporis website the final proposal includes 10 floors of condo space to be added at a future day.
