    Now I know you're kidding. Glad your interactions with Detroit have been "more professional" than suburban governments, but that is a rarity in Detroit, sorry to say.
    Yes, Detroit has civic service rules, but they do hire people with no degrees and many don't have qualifications nor do they have high school diplomas. Being a retired Detroit Civil Servant for over 30 years from the early 60's to the early 90's, I saw first hand how the city had a steady decline.
