    Could it be because after five years of his ownership of the packard progress has been underwhelming to say the least?

    At this rate Palazuelo will be long dead from old age before the wreckage looks any different.

    Where are the ‘investors’ he was going to bring with him?

    An accomplishment suggests that you have completed something.

    He's barely started working on the Packard Plant, and has admitted himself it will be decades before it's finished.
