So they do need a license and/or a certificate of some sort. Maybe the problem is in the regulators aren't doing their job?

These types of places are used to launder black market cash, that's one of the main reasons they're so popular and probably why the city is going after them. How are you gonna have 4 car lots on the same block with the same junky cars sitting there year after year and yet they manage to stay in business?
