Extreme heat and water

The city tenaciously and persistently shuts off water for non-payment.
Clean water, pumped into a house, is a service, involving a huge infrastructure.
WHY do people foolishly dismiss it, pay zero mind, to the ONE thing they need daily ?
People do just fine without electricity, without gasoline, without alcohol/tobacco.
Assistance programs are in place: WRAP [[the Water Residential Assistance Program)

Detroit will continue shutoffs for "properties that have been turned on illegally."
Homrich Wrecking was given a new $7.8-million contract earlier this year to conduct water shutoffs in the city through June 30, 2021. It's THAT important to the city.

Follow the money. Homrich Wrecking probably is giving kickbacks to some elected official or someone high up in the city government. Their are probably still vacant buildings and homes where water is still running in their basements. The city doesn't come out and shut them off but taxpayers and customers have to pay for the tabs. Where is the UN when you needed them most

Word probably got around several years ago when the city couldn't keep records straight on anything that you could get away with it so until they're caught people continued to not pay. You also have the landlords who are just collecting the rent and avoiding all utility bills until a shut-off makes them pay or walk away depending on the investment.

The DWSD has made HUGE forward strides to fix records.
Statistics show when DWSD plays hardball with shutoffs to a region,
people nearby get serious and start paying off their debts.

Shutoff equals leverage, pure and simple.
A tactic that isn't going to end anytime soon.

People actually WILL pay that smartphone bill [[surprisingly so)
and now they can keep up with DWSD also

The application went live on Aug. 21, 2017 and $2 million DWSD’s bills
have been paid through CityInsight by 4,000 users.

DWSD collections have gone from 77 % to 92 % within 3 years.
People have to pay for water, there are no two ways about it.

7.8 million to shut off 70,000 delinquent accounts. $80 each. Small price to pay on the way to fixing a broken system.

People are OVER estimating the amount of ""broken" of DWSD in 2018
It has turned the corner, becoming better at collections.

DWSD has really stepped up its game, seriously going after scofflaws
