    It looks bad on the surface,but without the details it is hard to come to a conclusion.

    In the case of Katrina.

    FEMA subcontracted to Halliburton and the Army Corp of Engineers,then it went down the chain to at least 5 different groups before it got down to the person in the street,lots of people got mega rich quick and as usual it was not the person that was the lowest on the totem pole.

    They just kinda acted like the bank and supervisor.

    Warren Buffet used to be the emergency funds backer for the state of Florida,the amount of funds actually disbursed by FEMA is little compared to the individual states responsibility.

    They are really supposed to be a rapid emergency response en-mass organization but they have become so bloated they have a hard time doing that.

    Wal Mart had 750 loaded trucks on the border for immediate relief and another 1800 ready to roll after the storm,in reserve before FEMA even sneezed.

    There was talk of having them take over logistics for the government a few years back but I have not really kept up on that.

    In the first 48 to 72 hours you have to depend on yourself and nobody else and be prepared for the worst in advance.

    Cutting a billion from their budget is nothing,they have a structural budget,they do not have a big pile of money sitting there waiting for disbursement,when a national emergency is declared it is then funded at that time by allocating according to need and frees up government assistance.
