    Default ? regarding city of Detroit contracts

    I googled this question and couldn't find any info, so I turned to my next best source...dyes. Does anyone know if there is a rule that any contract issued by the city of Detroit that is over $10,000.00 must be approved by the city council and the mayor? I could've sworn I read that this is a rule and that KKilpatrick simply overrode it during his years in office. Thanks in advance.

    I found this on a website with municipal codes for many cities. It reads like every contract has to be approved by Council, but the 'except as provided by ordinance' may allow certain organizations to sign contracts that don't need approval.

    Sec. 4-122. - Approval of Contracts and Disclosure.

    The City may not purchase or in any way procure property or the services of independent contractors without approval by resolution of the City Council except as provided by ordinance. Within one hundred eighty [[180) days of the effective date of this Charter, the City Clerk shall post on the City's website a list of all contracts that have been approved by City Council and which are then in effect.
